Discuss the difference between the medical model and the penal harm model

Between 1960 and 1980 it was common for correctional administrators to abide by the medical model that viewed inmates as sick people who could be rehabilitated. After treatment, it was believed they would be able to live productive lives in society. Efforts were made to reintegrate offenders in society, there was a focus on work-release programs, and offenders were given extended furloughs in the community. In a famous case, an offender raped a woman while on a furlough. After, prisons came to be viewed as places for control, incapacitation, and punishment. Advocates of this penal harm movement felt that if prison is a punishing experience, criminals would be less likely to recidivate. Efforts to continue treatment still remain, despite this trend toward punishment.
