Answers should contain the following discussion points:
The four types of correctional issues are substantive, administrative, policy and philosophy, and external environment. Substantive issues are those which are a part of the knowledge specific to the practice and profession of corrections, and include such factors as how to deal with increasingly overcrowded prisons, and how to manage prisoners who are serving extremely long terms. Administrative issues include areas such as budgeting, human resource management, construction, maintenance, and planning for the future.
Issues of correctional policy and philosophy are those related to decision of the use of incarceration and the supervision of community offenders, and the challenge for correctional administrators of how to respond to the expectations that criminal offenders must be punished for their crimes. Issues regarding managing the external environment include interest groups such as the media, political supervisors, the legislature, other criminal justice and social service agencies, victims, and offender families.
