Promising Sanctioning Programs in a Graduated System (2003, 1) explains, "A graduated sanctions system is a set of integrated intervention strategies designed to
operate in unison to enhance accountability, ensure public safety and reduce
recidivism by preventing future delinquent behavior.
The term graduated sanctions [emphasis added] implies that the penalties for delinquent activity should move from limited interventions to more restrictive (i.e., graduated)
penalties according to the severity and nature of the delinquent act. In other
words, youths who commit serious and violent offenses should receive more
severe sentences than youth who commit less serious offenses.".
A graduated continuum of increasingly severe sanctions adheres to an underlying philosophy that youths should be dealt with in the least restrictive environment necessary
to achieve the desired goals. Although the administration of sanctions that
"match" an offense in severity appears to be common sense, some jurisdictions
have not always handled juvenile offenders so rationally. Griffin and Torbet (2002, 77) list the essential features of a good graduated sanctions system:
* Certainty: It responds to every infraction.
* Speed: The response is swift.
* Consistency: Similar infractions receive similar responses.
* Economy: The response chosen is the minimum likely to produce the desired
result.
* Proportionality: The level of response should equal the level of the offense.
* Progressiveness: Continued noncompliance results in increasingly severe
responses.
* Neutrality: Responses are objective, impartial reactions to the offense.
