Students should point out that making a small group of people mutually responsible for each other?s behavior is far from the modern concept: it is private, rather than public; each individual has responsibility limited to certain persons, whereas police must respond to any situation involving any individual that occurs during their time on duty; women and children seem to be left out of the picture, whereas today, police are responsible for all members of society, plus assisting events that do not have human origin (fires, for example).
