Landscaping and gardening can require a great deal of water, so your friend's concerns are valid. You should advise your friend to water her garden only at night or in the early morning, when direct water loss from evaporation would be minimal. When gardens are watered during the day, much of the water evaporates into the air and never even makes it to the roots of the plant. You should also advise your friend to try to deliver the water directly to the plant roots by using soaker hoses or a drip irrigation system, rather than spraying the water through the air. You could also advise your friend to grow plants that are more drought-tolerant and can survive on the typical amount of rainfall for the area, without needing to be watered. Some people overwater their gardens, and it may be worth pointing out to your friend that she should water only when it appears that the plants need it.
