India and Pakistan share a border. Because of various disputes, they have fought three major wars since 1947. India has won all of these wars.Also, these states have minor border clashes almost each year. In addition, India detonated a series of nuclear devices in 1998, and Pakistan did the same just a few weeks later. Therefore, the potential for war between these two states has escalated over time. Even though both states would benefit from more cooperation, such cooperation is hard to achieve. The gains that come from both sides’ cooperation are attractive, but the risks to one side if it cooperates and the other doesn’t are profound—literally life-and-death in this case.Each country continues to arm itself and watch the other closely. So the next war could be fundamentally more deadly.
