In a traditionalistic political culture, government's primary purpose is to preserve the status quo-to keep things as they currently are. Further, the expectation is that the participants in government should come from among society's elite, not from the population at large. States where a traditionalistic political culture dominates tend to have relatively lower voter turnout and lower levels of mass participation than other states. These states are also less likely to have provisions for direct democracy.
