Explain what is meant by the term “chances, not checks.”

What will be an ideal response?

This term reflects why Americans value education. Education is viewed as the gateway to social mobility and social change. Education is the leveler that provides people with the chance to succeed, hence chances not checks. The American ethos is that government should create equal opportunity through education rather than equal outcomes through social expenditures.
