When a developmental and an evaluative PA are conducted together, the appraisal is often less effective. Evaluation often crushes development, especially when the employee disagrees with the evaluation. Most managers are not good at being a judge and a coach at the same time. Therefore, separate meetings make the two functions clear and can help the manager separate the roles of judge and a coach.
