Conservatives tend to focus on deterrence-based strategies, such as using get-tough legislation to deter the manufacturing, trafficking and use of drugs. Liberals focus on rehabilitating drug offenders, offering treatment in lieu of long drug sentences. Liberals prefer to divert first-time drug offenders, or to use drug courts or other therapeutic drug strategies. Conservatives call for increased law enforcement presence, including intense street-level law enforcement while liberals look for ways to improve police-community relationships so that citizens can work with law enforcement to combat drug problems.
