• The MBP was a New York City program started in the 1960s to help judges identify individuals who were suitable candidates to be released on their own recognizance without commercial or monetary bond. The staff of the MBP interviewed defendants in jail and contacted their references to verify interview statements. They worked on the assumption that offenders with strong community ties were most likely to appear for trial, and they created criteria to "score" offenders and recommend to judges those whom they believed were most suitable for release on recognizance (ROR). Because of its positive impact on the detention and bail process, the MBP was replicated by many jurisdictions across the United States. Currently, more than 200 cities have such pretrial release programs to reduce jail crowding. The popularity of the MBP has also led to the development of a broader form of the release on recognizance program designed to enable individuals who were considered poor risks for ROR to be released under community supervision prior to trial.
