In June 2002 the U.S. Supreme Court broadened the authority of public schools to test students for illegal drugs. Voting 5 to 4, the Court ruled to allow random drug tests for all middle- and high-school students participating in competitive extracurricular activities (Board of Education of Independent School District No. 92 of Pottawatomie County et al. v. Earls et al. 2002). Justice Thomas commented, "We find that testing students who participate in extracurricular activities is a reasonably effective means of addressing the school district's legitimate concerns in preventing, deterring and detecting drug use. This ruling expands the scope of school drug testing, which previously was allowed only for student athletes.". The purpose of drug testing in the school is to prevent drug dependence and to help drug-dependent students become drug-free.
