Answer: There is often a disconnection between the intentions of reformers and the ultimate operation of their reforms due to a number of reasons.
Some among other reason are, the poor implementations of the reform systems and operations. For example in a correction facility, many times the administrators keep applying ineffective strategies in regards to operations of reform. For instance, subjecting the individuals intended to reform to some harsh punishments which instead, makes them to become more worse. The first offenders for instance, turns into notorious re-offenders.
The other reason is, failure to determine the system or strategy intended for reform can be best with which kind of people and when and how it can be used or applied in the reform operation. Thus causing disconnection and difficulties in the reform operations.
