Types which could be included are aging offenders, juveniles tried as adults, women offenders, and sex offenders. Those ages 65 and older represent the fastest growing age group in the United States. Older offenders are being sent to prison as changes in sentencing described above with sentencing guidelines and mandatory sentencing taking away sentencing judges' discretion to consider age, health issues, and risk to the community. A result of the get tough on criminals' movement has been a move to handle serious juvenile offenders as adults within the criminal justice system. Managing juveniles sentenced as adults create challenges for prison administrators as they often must be kept separated from true adults yet must be given full opportunities for programming and services within prison. Women offenders have been increasing more rapidly than male offenders. Issues include how to provide the same quantity and quality of correctional programs for female prisoners as is provided for male prisoners. Another issue is a history of substance abuse and need for medical care. Just as for men, a high percent of women offenders have a serious history and problem with alcohol and substance abuse. Being female results in many different medical conditions and treatment needs than for men. Most sex offenders are supervised in the community, and present a difficult challenge for correctional administrators to treat them and keep them from harming others.
