With the deterioration and overcrowding seen in the nation's jails, a jail building boom has been under way. Jails are often left physically deteriorated and they hold dangerous and troubled people who suffer emotional problems that remain untreated. The suicide rate in county jails was calculated to be three times that of the general population. Many of the new jails are using modern designs to improve effectiveness and are referred to as new-generation jails. New-generation jails allow for continuous observation through direct and indirect supervision. Traditional jails are constructed and use a linear/intermittent surveillance model. Traditional jails are rectangular with cells arranged at right angles. Correctional officers must patrol to see into cells or housing areas and may not be able to observe one cell when they observe others. In contrast, new-generation jails allow for continuous observation of residents. Direct-supervision jails contain a cluster of cells surrounding a living area or "pod," with a correctional officer stationed within the pod. During the day, inmates stay in this open area and are typically not permitted to go into their rooms except with permission of the officer in charge. Placing the officer in the pod increases his awareness of the behaviors and needs of the inmates, which results in a safer environment for both staff and inmates. Because interaction is constantly and closely monitored, dissension can be quickly detected before it escalates. Indirect supervision jails have the correctional officer's station located inside a secure room. Microphones and speakers inside the living unit permit the officer to hear and communicate with inmates.
