Early police agencies were born out of urban mob violence and were corrupt, brutal, and inefficient. Police were regarded as incompetent and corrupt during the nineteenth century and disliked by the public. Although there has been an extreme push to professionalize policing and create and maintain enforcement agencies are still undergoing transformation. Today efforts still continue to make police "user friendly" and make them more responsive to community needs.
