The traditional model for teachers entering the classroom was that once they graduated from a school of education, they may take additional coursework to receive a certificate and would then receive tenure. This was subject to parental and educational expert complaints. Teachers are now tested. Initial results showed that in southern states, only about half of the teachers passed the test the first time. As testing became more general across the United States, the failure rate dropped significantly, and testing has become a standard part of the certification process for new teachers. Even though testing is now widespread, there are still a number of complaints. First, it is argued that the tests are discriminatory as a higher proportion of non-Whites than Whites fail the test. Teachers unions argue that the tests – especially if given to established classroom teachers – does not adequately measure all the things a teacher must do to be effective. Testing is seen as another hurdle that can keep teachers out of the classroom.
