An emblem is a nonverbal gesture that stands for a specific verbal meaning. For example, if someone asks me how many of something I would like, I might hold up two fingers to indicate that I want two of the item. Another example is making an O out of my forefinger and thumb while holding up my other three fingers to signal "OK."
