Assistive technology was first defined in the 1988 Tech Act; this definition is included in other federal laws, including the Individuals with Disabilities Education Act. It was first included in IDEA in the 1990 reauthorization. After the 1990 reauthorization assistive technology was considered for students with more severe or low-incidence disabilities. It was after the 1997 reauthorization of IDEA that IEP teams were mandated to consider assistive technology for students with more high-incidence disabilities. In the 2004 reauthorization of IDEA, an exclusion criteria was added relative to assistive technology. Specifically, schools are not responsible for paying for – or providing/maintaining – surgically implemented assistive technology (e.g., cochlear implants).
