Explain how the discrepancy model differs from RTI when used to identify students with learning disabilities.

What will be an ideal response?

Ans: Response should include:
• When IDEA first passed, it stated that a wide discrepancy between ability and achievement needed to be demonstrated before a student could be identified as having a learning disability and receive special education services. This resulted in having to wait until the student became further and further behind academically in order to qualify for and receive additional support.
• The reauthorized IDEA now allows states to use an RTI model to identify students with learning disabilities. That is, students who receive additional, more intensive, and/or more frequent instruction but do not make adequate progress may qualify as having a learning disability.
Learning Objective: Defend the use of the response to intervention framework and describe how it is implemented to support students with academic needs.
