If an officer observes what appears to be a drug buy, he can make a warrantless arrest if he has probable cause. Probable cause is established through knowledge of the suspect's criminal record, by observing other people making contact with the suspect and finding drugs on them, by knowing of the suspect's past relationships with other drug users or sellers, and through observing actions of the suspect that indicate a drug buy.
