The principles of effective assessment include:
• Interactive: Includes the reader, the text, the techniques being used, the reading or writing task
Involved, and the situational context in which the reading or writing is performed.
• Multidimensional: Should include general cognitive ability, memory, associative learning; phonological and orthographic processing; the ability to use independent learning strategies in decoding, comprehension, and study skills; vocabulary knowledge; writing; spelling; and handwriting. Also include language development and physical factors, and home and school factors
• Realistic: Assessment reflects the skill or strategy as used in or out of school. 
• Dynamic: Measures what the student can do now and also potential for change
