The late 19th century witnessed the development of associations of engineers, doctors, and educators as well as lawyers. The licensing of lawyers was controlled by state legislatures. Lawyers began to band together to demand a voice in the rules regulating their livelihood. Their central concern was to tighten entry into the practice of law and to limit competition.
