This inequality of access between the technology "haves" and the "have nots"â€"once referred to as the digital divideâ€"is probably more accurately viewed now as a continuum of digital inequalities rather than a divide (Wei, 2012). These inequalities exist within the United States and also on a global scale. Although there is high Internet access in Western Europe, North America, and East Asia, usage in developing countriesâ€"especially in Africaâ€"is sparse. Why do differences in digital access and use matter? In a global information society, information is an important commodity that everyone needs to function. In addition, to function effectively in society, people need cultural capital (Bourdieu, 1986), or certain bodies of cultural knowledge and cultural competencies. Those with the most power in a society decide what constitutes cultural capital, and it is passed down from parents to children, just as economic capital is.
