A common problem seems to be the illegal act of placing a child in an environment out of convenience to the school or practitioners in the school, based on what programs already exist. Placement in the LRE should be based on a completed IEP, requiring that programs be developed purposefully to meet specific needs of each child. What seems to happen in some settings, however, is that particular programs already exist, so children are placed in what are deemed the least restrictive environment according to what’s already available.
