In the 1930s, the Soviet Union, Britain, and France practiced buck-passing, with each state trying to get the others to balance against Germany. When the Soviet Union concluded a non-aggression pact with Germany in 1939, it was engaging in bandwagoning since it was allying with the greater power (instead of allying with Britain and France against Germany). When Britain and France agreed to allow Germany to annex part of Czechoslovakia, they engaged in appeasement in the hope that Germany would be satisfied and wouldn’t disrupt the status quo any further. When France and Britain allied with Poland in 1939, they created a rigid defensive alliance because they thought it would dominate.
