The Office of Juvenile Justice and Delinquency Prevention's (OJJDP) Comprehensive
Gang Model, developed in the early 1990s by Dr. Irving Spergel and colleagues at the University of Chicago, is based on five strategies: community mobilization, opportunities provision, social intervention, suppression and organizational change and development, that is, implementing policies and procedures that result in the most effective use of available and potential resources (National Gang Center 2010, 3). The most effective approaches use a combination of these efforts.
