Ans: Varies. The research question should be one that is suitable for qualitative research where the purpose is to develop a theory or hypothesis rather than to test an existing one. For example, you might have the question “What are the most important unmet needs of our clients?” Agency records would be a type of public record with content that could be analyzed through content analysis. You could examine certain themes for notes about the client’s response to services and how well the service is being delivered. You could code the content at various levels. It would be more difficult to use narrative analysis for this endeavor because it would not be easy to view the stories that were being told by looking at an agency record. Interviews of people are better suited to narrative analysis because the researcher could pursue stories by asking questions and letting the study subject provide the details with the possibility that stories would be told in their words.
