Goals that effectively motivate people are acceptable to employees, meaningful, challenging but attainable, and specific and quantifiable. The most powerful goals are meaningful-purposes that appeal to people's "higher" values add extra motivating power. Goals also should be acceptable to employees. This means, among other things, they should not conflict with people's personal values and that people should have reasons to pursue the goals. Acceptable, maximally motivating goals are challenging but attainable. They should be high enough to inspire better performance but not so high that people can never reach them. Ideal goals do not merely exhort employees in general terms to improve performance and start doing their best. Instead goals should be specific and quantifiable.
