Regardless of where one stands on this issue, one development has become more pronounced as a result of this focus on immigration--the need for facilities designed to house deportees. As a result, several states have clashed with the federal presidential administrations over the use of law enforcement resources in migration policy and procedures. These clashes have involved differences in opinion regarding the use of law enforcement officers to enforce immigration issues as well as criminal law issues. In addition, and by extension, these conflicts eventually included concerns over the ability of local or state facilities to house undocumented immigrants who are detained. In some cases, states are hesitant to absorb or be complicit in this process due to various cultural, political, and/or economic concerns (such as with the state of California). In other cases, states seem to openly accept this responsibility with enthusiasm, due to political or economic interests (such as with the state of Arizona). Needless to say, these debates have been quite visible in the media, lately. However, their origins and the reasons that today’s issues with immigration have emerged as they have, warrants a look at their past development, to which we now turn our attention.
