Marine fisheries are difficult to protect partly because humans' ecological footprint is growing very rapidly. It is difficult to monitor the impact of this footprint simply because of the speed at which it is growing. Also, marine fisheries are inaccessible or invisible to many people. Many humans are simply unaware of what goes on in the oceans far from shore. Additionally, many people erroneously view the sea as an inexhaustible resource. They think that oceans can absorb as much pollution as humans put there, or that the oceans can produce unlimited numbers of fish. Last, much of the ocean lies outside the legal jurisdiction of any country. National conservation laws simply do not apply to much of the ocean, leaving it open to exploitation.
