Judicial notice may not be taken of any matter unless authorized or required by law. This court is compelled to take judicial notice only of facts and propositions of generalized knowledge that are so universally known that they cannot reasonably be the subject of dispute. If there is any doubt whatever either as to the fact itself or as to its being a matter of common knowledge, evidence should be required.
