Modernization theory attempted, in the 1960s, to explain on the global level why some countries are poor and others are rich. Modernization theorists suggested that poverty is caused by traditional attitudes and technology-by the failure to modernize. The conflict perspective counterargument to modernization theory was dependency theory, which argued that poor societies are created by worldwide industrial capitalism, which exploits natural resources and labor. Dependency theorists emphasized the tremendous power of foreign multinational corporations to coerce national governments in poor nations. They called attention to colonial imperialism as the historical context of contemporary global inequalities
