Why do muscles require more energy even if they are not very active in the moment?

Muscles contract and relax to generate heat. The muscles exhibit tone and will be continually contracting and relaxing but the entire muscle unit might not tightly contract. The continued tone needed by all of the muscles to maintain posture and heat production does use a majority of the calories that are taken in each day.
