In addressing the First Amendment's Freedom of Speech Clause, the U.S. Supreme Court places speech into three categories: (1) fully protected, (2) limited protected, and (3) unprotected speech. Fully protected speech is speech whose content the government cannot prohibit or regulate. Political speech is an example of fully protected speech. Thus, the government could not enact a law that forbids citizens from criticizing the current president.
