Both Public Laws 94-142 and 99-457 are very specific in outlining the rights and roles of parents in determining the kinds of educational and therapeutic services their children will receive in programs in which public funding is provided for young children with disabilities. Specifically, these laws outline guidelines for development of an Individualized Education Plan (IEP) for preschoolers and an Individualized Family Service Plan for children under the age of three. Both processes require thorough involvement of families and teachers.
