They purpose of nondiscriminatory evaluations is to assure access to an appropriate education. As noted previously, too often in the past students with disabilities were either excluded from school or misclassified. IDEA took care of the first problem, and nondiscriminatory evaluation addresses the second. First, it determines whether a student has a disability, then it identifies special education and services the student needs to receive. A variety of assessment tools and strategies must be used; they must be selected and administered in nonbiased ways; and they must be administered by qualified individuals in valid and reliable ways. Furthermore, the rules for parental notice and consent must be followed, including obtaining written consent and following due process procedures when needed. The evaluation leads to the plan for the student's appropriate education.
