Ans: Students can, of course, do either. If students agree, they should point to standardization at the state level; national standards are the basis for states, but the high-stakes testing is based upon state requirements. If students do not support the statement, they should point out that instruction can be differentiated in terms of instructional strategies, even if the content must remain standardized.
