every day. At best, the Customs Service is able to examine only 3 percent of the goods entering the United States every day, and given the increases in the volume of international trade, the Customs Service estimates that it examined only 1 percent of imports in 2005 . Moving contraband through a transit country can conceal its origin, nature, and destination.
