Firstly, the IMF does not have enough ?funds at its disposal to prevent crises such as the one in Asia.Usually, the IMF can lend out a few million dollars to weather a crisis, but it takes much longer for countries to pay back all the short-term loans it has outstanding. Secondly, if countries know that the IMF will bail them out in case of crisis, they will not take the necessary steps to prevent the crisis in the first place and investors will not take as many precautions concerning where to lend, knowing that the IMF effectively will guarantee their loans.
