How is it possible that language can be a system with rules and meanings, yet still be arbitrary?

Words do not contain any actual meaning in themselves. That is why different languages exist and use different words for similar or identical objects. In fact, the rules and corresponding meanings are
necessary because there is an arbitrary relationship between language and reality. The rules and
implied meanings help us negotiate a shared understanding that makes the language system
functional.
