What did the Food Safety Modernization Act (FSMA) do? Has it accomplished what it should have? Why or why not?

The FSMA enhances the FDA's powers and requires more inspections of imported food and foreign-food processing plants. It has not accomplished what it should have because the Act did not allocate additional funding. As a result, in 2013, the FDA only had enough inspectors to visit approximately 1,000 of the more than 250,000 foreign food plants that ship to the United States. Only 2.3% of the 10.4 million annual food import shipments are being inspected.
