The text notes that when community relations efforts fail, at least one of the following blocks has contributed to that failure. These are: community distrust of the police, police distrust of the community members, poor training of police, the organizational structure of the police agency, and scapegoating.
If the citizens do not trust the police they will not talk to them which causes the police to lose an important source of information. If the police view residents of the community as being hostile to them, the police will react in a negative way to the residents. This, of course, contributes to a poor relationship with the police and again lessens the opportunity for the police to gather information. Poor training of the police in the academy is another block to communication because if the training lacks the opportunity to learn about the importance of interpersonal skills and proactive problem-solving skills, the police will have another obstacle to effective communication between themselves and the public. The organizational structure of the police organization which is that of a superior-subordinate relation is another block to communication because it may make it difficult for individuals within the organization to effectively reach an individual who should be receiving important information. Scapegoating could be another factor impeding effective communication when some of the aggressive energies of a person are focused upon another individual. In more specific terms, police have often focused their attention on particular groups when such attention is unwarranted. Other factors that could impede effective communication for police officers are obvious such as simple preferences, active biases, prejudice, and discrimination. Pg. 157-159
