Routine activities theory suggests that crime occurs when three things converge in space and time. Name those three things and the important policy implications from this theory.

What will be an ideal response?

(1) A motivated offender;
(2) a suitable target; and
(3) the absence of a capable guardian.
Most theoretically rooted policy implications are based on the notion that crime can only be prevented by addressing individual or macrosociological risk factors. Routine activity theory suggests that we can prevent crime by reducing the suitableness of targets or by increasing the presence of capable guardians. For example, theft from department stores can be reduced by attaching ink tags on items that explode when forcibly removed (target suitability). Importantly, a "capable guardian" does not necessarily refer to a human being, but can include security systems, cameras or even improved lighting.
