According to routine activities theory, these people could be providing capable guardianship, but they may be motivated offenders instead. Second, people with intellectual or developmental disabilities may not be able to recognize and process risk. Third, persons with disabilities are more likely to live in poverty than people without disabilities. Fourth, victimization of persons with disabilities has been linked to a dependency-stress model, especially for victimization of younger persons with disabilities.
