Briefly describe the CIPP evaluation model.

Stufflebeam and Shinkfield (2007) describe the CIPP model as focused on both formative and summative evaluation. Questions are asked about the object of evaluation, such as: “What needs to be done? How should it be done? Is it being done? And Is it succeeding?”. Stufflebeam and Shinkfield (2007) described the CIPP model this way: “. . . the model’s intent is to supply evaluation users—such as policy boards, administrators, and project staffs—with timely, valid information of use in identifying an appropriate area for development; formulating sound goals, activity plans, and budgets”. It is a broad approach to evaluation that focuses on improvement of programs and accountability. It originally was developed to evaluate schools and has since been expanded to be used in various arenas (Stufflebeam & Shinkfield, 2007).
