A strong reason why someone might choose to use the IFSP over the IEP for preschoolers is because the IFSP addresses issues such as service coordination and how to provide “seamless services” to infants and toddlers who are transitioning into preschool. Second, using an IFSP over an IEP, focuses on the family’s role in planning, developing, and implementing educational plans for children. Research shows that family involvement leads to better outcomes for children, so it makes sense that an IFSP would be used over an IEP or a preschooler with special needs.
