Those who propose for full inclusion often do so on the premise that full inclusion is required because
anything else results in segregation. From an applied behavior analysis view point the educational environment should provide a safe and humane environment sensitive to the individual needs of the student.
(a) Safe environment: An environment that is physically and emotionally safe. Physical safety is a major concern for all students. Safety from physical harm includes safety from others and access to materials or items that may be used in an unsafe manner. Emotional safety includes freedom from verbal abuse or bully from peers and other staff members.
(b) Humane environment: A humane environment includes safety and also that a student is treated with dignity.
(c) Environment sensitive to individual needs: An environment that is sensitive to the individual needs of the student provides opportunities to engage in age appropriate and functional activities.
The field of applied behavior analysis does support providing an appropriate educational placement based on the ability to provide a safe and humane environment that is sensitive to the individual needs of the student. This environment maybe the general education classroom or it may be a separate learning environment. The determination of the appropriate environment is based on the individual need of the student.
