The following are the first two steps in the generic schedule of required activities that might be followed when qualifying and certifying the welding process, the welder(s), and/or welding operator:

1. A tentative welding procedure is prepared by a person knowledgeable in the process and technique to be used and the code or specification to be satisfied.

2. Test samples are welded in accordance with the tentative WPS, and the welding parameters are recorded on the PQR. The test must be witnessed by an authorized person from an independent testing lab, the customer, an insurance company, or other individual(s) as specified by the code or listing agency.
