In cost-benefit analysis, all benefits and cost are counted equally, regardless of whom is the beneficiary or who bears the cost. Thus, a project which would benefit only the very wealthy and has a high monetary benefit to society would be ranked higher than a project which would benefit lower and middle classes but does not produce as high a monetary value. Redistribution effects are not considered in the bottom line and this is frequently a major priority of government. But it is a neglected priority in cost-benefit analysis.
